On Monday, March 18, 2025, the Southern Pool of the Electricity Regulatory Authority (ARE) officially transmitted, on behalf of its Director General, Professor and Doctor Sandrine MUBENGA NGALULA, the conformity opinion No. 06/2025/ARE/RDC/DG of March 7, 2025 in favor of GREEN WORLD ENERGIE (G.W SARL) for its application for an independent electricity generation license. This license will allow the company to operate an 8 MWp solar photovoltaic power plant with 4 MWh storage, located in Mabende village, Kambove territory, Haut-Katanga province.
The document was officially handed over to Mr. Fabrice YANGIE and Mr. Patrick MULEL, respectively Project Manager and Financial Assistant, at the ARE’s Southern Pool headquarters, located at No. 6114, Kyakabila Avenue, Joli-Site neighborhood, Manika municipality, Mutshatsha territory, Kolwezi city, Lualaba province.
This project, with an annual production capacity of 14.0926 GWh, is specifically intended to meet the energy needs of the CNMC Huanchi Mabende Mining plant, located in the Mabende mining zone.
The granting of this independent power generation license will enable GREEN WORLD ENERGIE SARL to operate legally in compliance with the current legislation governing the electricity sector in the Democratic Republic of Congo.

In the context of severe energy shortages, and with the liberalization of the electricity sector, the issuance of an independent power generation license to GREEN WORLD ENERGIE SARL is fully justified, paving the way for increased private sector investment in energy.
Operational since May 2024, the Southern Pool of ARE covers the provinces of Lualaba, Haut-Katanga, Haut-Lomami, and Tanganyika. ARE, as a public administrative institution, plays a key role in regulating the electricity sector in the DRC.
As part of its mandate, it receives, analyzes, and issues opinions on applications for permits and licenses required to operate in the electricity sector. It is essential to remember that no entity can engage in electricity sector activities without holding a legally required permit or license.
Access to electricity is a fundamental right, and ARE, under the leadership of Professor and Doctor Sandrine MUBENGA NGALULA, is actively working to implement the vision of the Head of State, His Excellency Félix-Antoine TSHISEKEDI TSHILOMBO, who has made the progressive reduction of the energy deficit a national priority.
